City Council passed a law in 2018 allowing any New Yorker to file a complaint against idling commercial vehicles and collect 25% of the $350 ticket. A citizen must film a three-minute video of the truck's tail pipe and submit the video to the city for compensation. Bureaucratic barriers have made it so that only a small group of detail-oriented men file 90% of the complaints.
